Rural Water District #1, Greenwood County 
to make water system improvements using "sweat equity" 
Rural Water District No. 1, Greenwood County, will use volunteer labor from the 
community and $399,550 in KAN STEP funding from the Kansas Department of 
Commerce (Commerce) to replace aging water lines. Greenwood RWD 1 is located in 
Greenwood County near Eureka, KS.
The District's present water distribution system is aging and undersized for the 
growth that the county has realized recently. The new project will include 
installation of 45,000 linear feet of 2 and 4-inch water line. The total cost of 
the project will be $704,982. The community will provide $305,432 in volunteer 
labor or "sweat equity" with a KAN STEP grant of $399,550.
Lloyd Rice, Jr., is Chairman of the RWD Board of Directors and will be a 
volunteer on the project. The sparkplug for the project is Greenwood RWD 1 
operator, Jim Boughner. B G Consultants, Inc., Manhattan, Kansas, is the project 
consultant. Grant administration is being provided by Donna Crawford, 
Governmental Assistance Services, Lawrence, KS. The Kansas Rural Water 
Association will provide inspection services and assistance to the volunteers.
KAN STEP is a self-help program that enables small communities to make major 
infrastructure improvements. Local people volunteer labor and services or "sweat 
equity," while the Kansas Department of Commerce provides funding for materials 
and technical services. An acronym for Kansas Small Towns Environment Program, 
KAN STEP gives small Kansas communities an opportunity to do projects they 
couldn't otherwise afford. The funding is provided through the federal Community 
Development Block Grant (CDBG) program.
