Horton Community Center
City of Horton to Remodel Building for New Community Center with KAN STEP Grant
The Kansas
Department of Commerce has awarded the City of Horton with $300,000 through the
federally funded Kansas Small Town Environmental Program (KAN STEP) to remodel
an existing building for a new community center. Horton will match the funding
with $215,903 in volunteer labor for a total retail cost of $515,903.
The 10,150 square foot facility will be located south of the Fairgrounds in
Horton. The community center will include two multi-purpose rooms, concession
area with a kitchen, storage room, mechanical room and hallway entrances leading
to each of the three main areas and restrooms. Also visit the City of

Project representative at Horton is Levi Henry, City Administrator. Grant
Administration will be provided by Levi Henry. Don Marrs, DMA Architects,
Salina, is the architect for the project. Kansas Rural Water Association will
provide inspection services and technical assistance.
KAN STEP is a self-help program that enables small communities to make major
infrastructure improvements. Local residents volunteer labor or services -
termed "sweat equity" - while the Department of Commerce provides funding for
technical services and materials. The result is that small communities have an
opportunity to invest in projects they otherwise could not afford.
Funding for KAN STEP initiatives is provided through the federal Community
Development Block Grant program. The program provides federal funds to local
governments for the development of viable communities by addressing their
housing, public facilities, and economic development needs.
